A French report has confirmed that the ongoing negotiations between Saudi Arabia and Sudan regarding the demarcation of their maritime borders will not come at the expense of Egypt or its interests related to the Hala’ib, Shalateen, and Abu Ramad triangle. Any agreement between the two parties would directly affect the starting points of maritime borders, the division of the continental shelf and natural resources, and control over strategic maritime passages in the Red Sea.

The French website Réseau International quoted a source stating that Egypt has worked to safeguard its national interests. A meeting was held between Egyptian President Abdel Fattah El-Sisi and Sudan’s Sovereign Council Chairman Abdel Fattah al-Burhan, during which it was agreed that the Hala’ib Triangle would be considered part of the territory of the Arab Republic of Egypt.

The source revealed that al-Burhan exceeded his authority and bypassed the Sudanese parliament by addressing the National Border Commission through the Sovereign Council on May 11, 2025. He requested the commission to adopt a map that includes the triangle within Egypt’s borders, in the context of discussing the details of maritime border demarcation between Sudan and Saudi Arabia.

The letter indicated that this action was taken based on an agreement between the Chairman of the Sovereign Council and the Egyptian President to resolve the longstanding Egyptian-Sudanese dispute over the area.

The Hala’ib, Shalateen, and Abu Ramad triangle is considered the core of the dispute between Egypt and Sudan due to Egypt’s strategic interests in the region.

The triangle has been under full Egyptian military control since the mid-1990s, following an assassination attempt on former Egyptian President Hosni Mubarak—an attempt allegedly supported by Sudan. Egypt has consistently rejected Sudan’s repeated calls to refer the dispute to international arbitration, citing international law, which requires mutual consent from both parties before a case can be brought before an arbitration court.

The Hala’ib, Shalateen, and Abu Ramad triangle has long represented a historic point of tension in Egyptian-Sudanese relations. Although it has been under de facto Egyptian administrative and military control since the mid-1990s—after the 1995 assassination attempt on President Mubarak in Addis Ababa, in which elements linked to Khartoum were accused—Sudan has continued to claim the region and raise the issue in international forums.

Egypt consistently refuses any Sudanese initiatives to refer the dispute to international arbitration, relying on a fundamental principle of international law that arbitration requires the consent of both parties.

Cairo affirms that the triangle lies within its sovereign borders, based on official maps and comprehensive institutional presence, including the provision of state services and civilian and military infrastructure.

The triangle holds increasing strategic importance, not only as an area rich in resources and natural wealth but also because of its key geographic position overseeing vital maritime passages in the Red Sea. This is especially significant amid fast-moving regional developments related to the maritime border demarcation between Sudan and Saudi Arabia. Any change in the starting points of the borders or the distribution of the continental shelf may have direct consequences for Egypt’s maritime security and economic interests, prompting Cairo to intensify its diplomatic and leadership efforts to safeguard what it views as inalienable rights.

Sources revealed that Ethiopian Intelligence Director Redwan Hussein visited Port Sudan, where he met with the Chairman of the Sovereignty Council and the Director of the General Intelligence Service. The two men conveyed the Ethiopian government’s dissatisfaction with the Sudanese army’s actions regarding its provision of logistical support to Tigray forces in exchange for their deployment in areas of eastern Sudan bordering Ethiopia.

The Ethiopian official expressed Addis Ababa’s anger and resentment over the Sudanese-Eritrean coordination, support for Tigrayan forces, and their involvement in the ongoing conflict in Sudan.

The Ethiopian anger stems from the fact that the areas where the Sudanese army has deployed Tigrayan forces are adjacent to the Ethiopian border, which could result in these armed fighters turning to operating inside Ethiopian territory, especially after they have been armed and regrouped.

Addis Ababa fears the return of Tigrayan fighters and a confrontation with government forces, which had previously defeated them. The meeting also discussed the adoption of a policy of naturalizing Tigrayans in Sudan, and Ethiopia’s rejection of this.

 

Sudanese journalist Ammar Saeed believes that the recent tension between the Port Sudan government and Addis Ababa is not a spur-of-the-moment development, but rather part of a series of escalating tensions and tensions that reflect the fluid nature of the relationship between the two sides since the outbreak of the Sudanese war in April 2023.

He asserts that the Port Sudan government’s support for the Tigray Front fighters and its provision of logistical support, including training and armament, with the aim of using them as a supporting force in its struggle against the Rapid Support Forces, constituted a qualitative and dangerous shift in the balance of regional alliances.

He added, “This behavior did not go unnoticed by Ethiopia as a direct threat to its national security, especially since the Tigrayans’ relationship with the central government in Addis Ababa remains sensitive and fragile despite the peace agreements.”

However, Ethiopia maintained a measured diplomatic tone, refrained from taking direct action, and refrained from engaging in or supporting any hostile activity against the Port Sudan authority. This demonstrated its commitment to restraint and non-interference in crimes committed by Turkey within its domestic and regional repertoire.

But the most sensitive point in this escalation may be related to Ethiopia’s position within the African Peace and Security Council. Addis Ababa is believed to have played a decisive role in thwarting Sudan’s attempt to lift its suspension from the African Union, based on a view that considers the Port Sudan government an illegitimate coup authority, incapable of building a comprehensive national consensus or ending the war through a political process.

Ammar Saeed says that “Ethiopia’s undeclared veto may have irritated Port Sudan, which viewed it as a threat to its ambitions to gain regional and international legitimacy, prompting it to escalate its political rhetoric toward Addis Ababa.”

He believes what is happening is “a regional power struggle with a local cover, in which the Port Sudan government is operating within forced alliances that are not without risks, while Ethiopia is managing the situation from a more balanced and powerful position, leveraging its weight within the African system and its deep understanding of the complexities of political geography in the Horn of Africa.”

Tensions between the two sides escalated with the outbreak of civil war in Tigray in 2020, when the Sudanese army took advantage of Ethiopia’s preoccupation with the internal conflict to strengthen its military presence in the Al-Fashaga region, a disputed fertile agricultural area.

The Al-Fashaga region, located on the border between Sudan’s Gedaref State and Ethiopia’s Tigray and Amhara regions, is a bone of contention, particularly given Addis Ababa’s repeated accusations that Burhan’s forces support the rebels. Sudan claims the fertile Al-Fashaga border region, a source of ongoing tension for decades, as its own under a 1902 treaty, while Ethiopian farmers inhabit the area with indirect support from Ethiopia.

Previous reports and leaks revealed that the forces of Abdel Fattah al-Burhan, Chairman of Sudan’s Sovereignty Council, support the Tigray People’s Liberation Front in Ethiopia, which is engaged in a conflict with the Ethiopian government.

According to a report published by the Congolese website Beto in June 2025, the Sudanese Sovereignty Council, led by Burhan, adopted a controversial policy granting Sudanese citizenship and permanent residency rights to members of the Tigray People’s Liberation Front (TPLF), to ensure the continued participation of Tigrayan fighters in the Sudanese civil war against the Rapid Support Forces.

Reports also indicate that the Sudanese army has begun deploying Tigrayan fighters to battlefields such as Khartoum, Darfur, and Kordofan, to bolster its armed forces, which have been exhausted by the ongoing conflict.

U.S. Senator Ted Cruz, a Republican from Texas, is introducing a bill to officially declare the Muslim Brotherhood a terrorist organization.

This move is part of a decade-long campaign led by Cruz to designate the group as a terrorist organization. He believes his move is necessary to impose sanctions on the global Islamist network that spawned Hamas and other groups that threaten American interests. Cruz stated that Hamas, which the United States already designates as a terrorist organization, is part of the Muslim Brotherhood, according to its charter.

What’s new in the bill is that it adopts a new “bottom-up” strategy to first identify Muslim Brotherhood branches that explicitly engage in terrorism before designating the entire organization. This approach aims to overcome democratic opposition and avoid potential criticism of prosecuting branches of the group that were not directly involved in violence.

Cruz was joined in sponsoring the Senate bill by several Republican senators, including Tom Cotton, John Boozman, Rick Scott, Ashley Moody, and Dave McCormick. Representatives Mario Diaz-Balart and Jared Moskowitz also introduced a companion bill in the House of Representatives, furthering efforts to designate the Muslim Brotherhood as a terrorist organization.

Cruz emphasizes that the Muslim Brotherhood remains committed to overthrowing and destroying American and other non-Islamic governments and poses a grave threat to US national security interests. He emphasizes the need to blacklist the Muslim Brotherhood to halt its support for terrorist groups.
The bill states that “Hamas is a branch of the Muslim Brotherhood, according to its charter, which describes Hamas as one of the wings of the Muslim Brotherhood in Palestine.” The bill also states, “On October 7, 2023, Hamas terrorists committed the worst single-day massacre of Jews since the Holocaust, which included the murder, kidnapping, or disappearance of at least 53 American citizens.”
It states that “the Muslim Brotherhood operates as a global organization, providing material support to its branches in countries and regions by providing political support, financial resources, training, services, specialized advice, and communications assistance.” The text of the bill also states that “the Muslim Brotherhood branches have sought to destabilize U.S. allies and partners throughout the Middle East.”
Concurrent with Cruz’s move, Reps. Mario Diaz-Balart (R-FL) and Jared Moskowitz (D-FL) introduced a companion bill in the House of Representatives on Wednesday, providing additional momentum to the effort to designate the Muslim Brotherhood a terrorist organization.

The new US move against the Brotherhood comes as part of an ongoing Arab and European pressure campaign to besiege the group, drain its resources, and crack down on its tools. Press reports suggest that the Brotherhood’s file will soon reach the European Parliament, in a swift response to last week’s French move.

After chairing an urgent meeting of the National Security Council on July 7, French President Emmanuel Macron directed his government to take new measures aimed at drying up the Muslim Brotherhood’s funding sources and expanding sanctions against it.

In a development that reflects the depth of the Sudanese crisis, a planned summit between the United States, Egypt, Saudi Arabia, and the UAE, which was set to take place at the end of the month, has been canceled. The summit was intended to discuss ways to end the escalating war in Sudan between the army and the Rapid Support Forces (RSF).

According to informed diplomatic sources, the cancellation of the meeting came as a result of Egypt’s firm rejection of the U.S. efforts, which called for the launch of a political transition phase that would exclude the direct parties to the conflict – the army and the RSF – in an attempt to craft a settlement led by neutral civilian figures under international sponsorship.

However, Egypt, which maintains close ties with the ruling military institution in Sudan, opposed the proposal, considering it an indirect targeting of its military allies in Sudan. According to observers, Egypt’s stance reflects a strategic direction aimed at preserving the current military regime, as it is seen as the sole guarantor of Cairo’s security and economic interests.

This Egyptian rejection, despite Saudi and Emirati approval to discuss and agree on the matter, effectively derailed the efforts of the international quartet and hindered what was seen as an important attempt to build consensus among the four countries regarding a resolution to the conflict.

By sticking to the military option in Sudan, Egypt weakens the chances for international consensus-driven solutions and obstructs efforts to create a comprehensive peaceful transition model. The crisis also highlights the West’s failure to provide a unified vision for post-coup transitions and raises the question of the effectiveness of its contradictory interventions in the continent’s affairs.

Press reports indicate that the Sudanese army, in coordination with Eritrea, has begun providing logistical support to Tigray forces in Ethiopia, in exchange for their deployment in areas of eastern Sudan bordering Ethiopia.

Reliable reports indicate that the Sudan Shield Forces, led by Abu Aqla Kikil, have directed a number of their units towards the Ethiopian border to support the Tigray forces.

The Sudanese army recruited fighters from the Tigray People’s Liberation Front, with whom it strongly sympathized, against Ethiopian government forces between 2020 and 2022, resulting in numerous casualties before peace was reached in South Africa in November 2022. The involvement of Tigrayan forces in the Sudanese conflict is a source of concern for Addis Ababa, which has found itself forced to reconsider its position on both sides of the conflict in Sudan.

The Ethiopian government previously announced in November 2024 that it had obtained several useful pieces of information thanks to the fighting against the Tigray rebel group, which had previously fought alongside Sudanese forces. They continue to argue that the behavior of the Sudanese government could expand the civil conflict and open the door to a variety of scenarios.

Tigray forces are known for serious abuses and violations, both in Sudan and Ethiopia, and Human Rights Watch has previously accused them of numerous serious human rights violations.

The forces launched attacks on civilians in multiple areas, resulting in innocent casualties and significant loss of life and property, particularly in Al-Jazirah State in western Sudan. They also exacerbated the humanitarian situation in the Tigray region, where residents suffered from shortages of food, healthcare, and clean water.

Tigray forces launched missile strikes on the Eritrean capital, Asmara, and the Amhara region, raising international concern and some countries considering it a violation of international law. They also sought to seize control of important strategic areas, including the Ethiopian Hamra region, and control the land crossing between Ethiopia and Sudan, impacting trade and humanitarian aid flows.

Alliance of Interests

During the civil conflict in Sudan, a military and political alliance emerged between the Sudanese army, led by Abdel Fattah al-Burhan, and the Tigrayan forces.

According to press reports, the Sudanese army has been using mercenaries from Tigray forces to bolster its position against the Rapid Support Forces, as part of its well-known and long-standing strategy of using militias in its internal and regional wars.

The alliance between the Sudanese army and Tigrayan forces was not surprising, as it was more of a mutual benefit, especially since General Abdel Fattah al-Burhan’s forces had previously supported these rebels against the Ethiopian government.

Some Tigrayan elements who refused to sign the Ethiopian government’s agreement also found refuge in Sudan, where Colonel Abad Al-Tahiri Al-Zein, of the 46th Defense Battalion, oversaw their assembly, training, and engagement in battle.

The Sudanese army includes more than 20 mercenary groups, including leaders from ISIS and al-Qaeda, who are active in Port Sudan, Atbara, and Karari, according to the confessions of one of the prisoners, Muhammad Ali al-Jazouli, who confirmed his affiliation with al-Qaeda.

The event aimed to raise global awareness about the deepening humanitarian and political crisis in Sudan, which is currently considered one of the gravest contemporary disasters in terms of human suffering. The country faces millions of displaced civilians and victims, amid a severe decline in international response.

The event brought together a distinguished panel of experts and high-level diplomats who emphasized that the conflict between the Sudanese Armed Forces and the Rapid Support Forces has led to the death of over 150,000 people, triggering the world’s largest displacement and hunger crisis. Nearly 13 million people have been forced to flee their homes, over 30 million are in urgent need of humanitarian assistance, and Sudan’s economy has collapsed with nearly every major city devastated.

The panel also highlighted the recent U.S. sanctions imposed on the Sudanese military following confirmed reports of its use of chemical weapons in the ongoing war.

Speakers stressed that “this bloody civil war, which neither party is capable of winning, must end immediately. The time has come for the international community to fully assume its responsibilities and silence the guns. Achieving this requires meeting at least the minimum necessary conditions.”

The session noted that while several attempts were made by the international community to initiate talks between the Sudanese Armed Forces and the Rapid Support Forces, all efforts failed. A key reason cited was the lack of genuine will or commitment—particularly on the part of the Sudanese Armed Forces—to negotiate a peaceful resolution. The military reportedly withdrew from multiple negotiation rounds and retreated to Port Sudan to avoid any political solution.

Speakers emphasized that the army has failed to present any political vision to resolve the crisis, continues to reject negotiations with the RSF, and believes the conflict can be won through force rather than dialogue. Furthermore, the military remains firmly opposed to civilian rule or any process leading to presidential elections, clinging to power while evading all initiatives and refusing to hand over governance to civilians.

The event was chaired by Ambassador George Papadatos, Head of EPLO’s Permanent Mission in Geneva, who in his opening remarks stressed the urgent need for international action to end the cycle of violence and initiate a genuine path to peace and accountability.

Panelists included Dr. Victor Digbal from Médecins Sans Frontières (Doctors Without Borders), Ms. Mona Rishmawi, member of the UN Independent International Fact-Finding Mission for Sudan, and Dr. Ezzeddine Zayani, President of the Tunisian Center for Comprehensive Security Studies and former Tunisian Ambassador to the African Union.

The session explored the deteriorating humanitarian and political crisis in Sudan, widely recognized as one of the most severe humanitarian catastrophes today, marked by mass displacement, civilian suffering, and a waning international response.

The event brought together a select group of experts, policymakers, and representatives of humanitarian organizations.

It took place amid worsening conditions in Sudan, with warnings of mass famine, growing reports of the use of internationally banned weapons, and the near-total collapse of state institutions.
